Moscow: The Kremlin said Tuesday, the withdrawal of several Russian troops from the Ukrainian border was planned but Russian stress would continue to move troops throughout the country as it looked right.
“We always say that after the exercise ends … the troops will return to their permanent base. There is nothing new here. This is the usual process,” said Kremlin spokesman Dmitry Peskov told reporters.
Earlier Tuesday, Russia said it pulled out some of its strength near the Ukrainian border to their base, in what would be the first big step towards de-escalation in a few weeks of the crisis with the West.
The move occurred in the midst of intense diplomatic efforts to prevent Russian invasion feared in pro-West neighbors, maybe this week, and after Moscow collected more than 100,000 soldiers near the Ukrainian border.
Talking to reporters on Tuesday, Peskov rejected Western claims that Russia planned to attack Ukraine.
“This is just an unprecedented campaign to provoke tensions,” he said.
Paskov took certain problems with movement by a number of Western countries, including the United States and Canada, to move their embassies away from the capital of Ukraine Kyiv.

The Kremlin emphasizes it will continue to move around troops in Russia as it looks suitable.

“It’s kind of ostentatius hysteria, which of course is not based on anything,” he said.
Instead of increasing tension, Russia and the West must discuss their respective security issues in earnest, he added.
“This is what Putin’s President advances. This is what Putin’s president wants,” Peskov said.
On Monday, Russian Foreign Minister Sergei Lavrov told Putin, he saw “opportunities” to continue security talks with the West.
